The rule, in our words

• Target API level requirements for Google Play apps: From August 31, 2026, new apps and app updates must target Android 16 (API level 36) or higher to be submitted to Google Play (Wear OS and Automotive: API 35 or higher; Android TV and XR: API 34 or higher). Existing apps must target API 35 or higher (Wear OS and XR: 34; TV: 33; Automotive: 32) or they stop being available to new users on devices running a newer Android version than the app targets; existing installs are unaffected. Developers can request an extension to November 1, 2026 via Play Console. Permanently private internal apps are exempt.
