The rule, in our words

Real-Money Gambling, Games, and Contests: Real-money gambling apps are allowed only from operators who complete Google's application, hold a valid licence for each country or territory of distribution, offer only the licensed product types, block under-age users and unlicensed locations, are free to download, do not use Play In-app Billing, are rated AO, and display responsible-gambling information. Any other app may not let users wager, stake or participate with real money or purchased in-app items for a prize of real-world value, nor include a call to action to do so. Apps carrying ads for gambling or real-money games must comply with local ad laws, not show them to known under-18s, not be in Designed for Families, not target under-18s, not offer simulated gambling or gambling companion functionality, and not direct users to gambling services. Gamified loyalty programmes and daily fantasy sports apps have separate conditions.
Age-Restricted Content and Functionality: Apps for real-money gambling, whose core is dating or matchmaking, random connection with strangers, or anonymous communication must use Play Console's tools to block minors; an app where dating is only incidental must age-gate that feature instead.
