The question The listing suggests the app offers software it does not embed. The rule, in our words

App Review Guidelines: Software the app offers but does not embed, such as HTML5/JavaScript mini apps and mini games, streaming games, chatbots, plug-ins and emulator-downloaded games, must follow the guidelines and the law; the app must apply the privacy rules to it, give it content filtering, reporting and user blocking, and route its digital goods through in-app purchase; it may not expose native platform APIs to that software without Apple's prior permission, may not share data or permissions with it without user consent each time, must publish an index with universal links to all of it, and must let users identify software above the app's age rating and gate it by verified or declared age.
