The question Is the app more than a web page in a shell (a web view alone is the warning sign)? Does it work without installing another app? If it downloads a large resource at first launch, is the size disclosed and confirmed? Was it generated from a commercial template by someone other than the content owner?

A person or a model answers it from the app's texts and screens; the answer is kept only while the facts it saw are unchanged.

The rule, in our words

• App Review Guidelines: The app should offer features, content and UI beyond a repackaged website and have real utility or lasting value, or it may not be accepted; it should not be primarily marketing material, ads, web clippings, an aggregator or a list of links; it should work without installing another app; if it must download additional resources to function on first launch, disclose the download size and prompt the user first; template-generated apps are rejected unless submitted by the content owner; remote desktop clients that mirror specific software have their own conditions.
• Functionality, Content, and User Experience: The app must install, load, respond and not crash, and must offer real functionality and content, not a static page, a single wallpaper or an app that does nothing.
• Spam: No sending messages on the user's behalf without letting them confirm content and recipients; no apps whose main purpose is affiliate traffic or a web view of someone else's site without permission; no repetitive apps that merely copy what exists or split one small experience into many apps.
